Gui Hanfeng Leads Delegation to Meet NSW Government’s Shanghai Office

On January 23, 2025, Mr. Gui Hanfeng—Member of the Chengdu Municipal Committee of the Chinese People’s Political Consultative Conference (CPPCC), Chairman of the Global Economic Development Cooperation Association (GEDCA), and Executive President of the Sichuan Provincial Council for the Promotion of Foreign Economic Cooperation—led a secretariat delegation to visit the Shanghai Representative Office of Investment NSW (New South Wales Government’s trade and investment arm). The delegation was warmly received by Senior Business Officer Jasmine Zhu, with whom they held a strategic dialogue on strengthening Sino-Australian collaboration.

Key Discussions:

1, Investment NSW’s Role: Highlighted as a bridge for Sichuan enterprises to access Australia’s advanced industries in finance, education, tourism, and renewable energy.

2, Sichuan’s Strategic Edge: Emphasized the province’s alignment with national initiatives like the Belt and Road Initiative and the Chengdu-Chongqing Twin Cities Economic Circle.

3, Future Collaboration: Both sides agreed to explore joint opportunities in green technology, agricultural trade, and cultural exchanges, with a focus on leveraging NSW’s position as Australia’s economic powerhouse.

Investment NSW’s Role

Ms. Jasmine Zhu, Senior Business Officer at the Shanghai Representative Office of Investment NSW (the New South Wales Government’s trade and investment arm under the Treasury), highlighted the agency’s mandate to connect NSW with global trade and investment opportunities. Headquartered in Sydney with offices in Shanghai, Guangzhou, and other major cities, Investment NSW serves as a bridge between NSW enterprises and Chinese counterparts—facilitating market entry for NSW products and services in sectors like agriculture, food, health supplements, consumer goods, new energy, environmental technology, and healthcare.

GEDCA’s Strategic Vision

Gui Hanfeng, Chairman of the Global Economic Development Cooperation Association (GEDCA) and Executive President of the Sichuan Provincial Council for the Promotion of Foreign Economic Cooperation, outlined the agencies’ dual focus:

1, "Going Global": Leading Sichuan and Chinese enterprises to the 11th Global Economic Development Forum Austria Summit in May, leveraging Austria as a gateway to Europe.

2, "Bringing In": Collaborating with governments to boost imports through Sichuan’s provincial platform, aligning with national strategies like the Belt and Road Initiative and the Chengdu-Chongqing Twin Cities Economic Circle.

Chengdu’s Consumer Powerhouse Potential

Gui emphasized Chengdu’s status as China’s second provincial capital (after Guangzhou) to exceed 1 trillion yuan in total retail sales of consumer goods (2023 data). As a "trillion-yuan consumer city", Chengdu is accelerating imports through its Shuangliu International Airport and Qingbaijiang Port’s international pavilion cluster, creating opportunities for NSW consumer products to enter western China.

Collaborative Plan

Both sides agreed to co-host an import-focused business matchmaking conference in Sichuan in 2025, leveraging China’s import growth momentum (2.3% in 2024, reaching 43.85 trillion yuan in total trade) and the success of the China International Import Expo (CIIE).

Data Context

1, China remains the world’s second-largest importer for 16 consecutive years.

2, Chengdu’s dual-port logistics network (air and rail) enhances its role as a regional import hub.

3, NSW’s key competitive industries align with China’s demand for high-quality consumer goods and green technologies.
