At approximately 2 p.m. local time on June 17, the Second China - Central Asia Summit was held at the Independence Palace in Astana. The meeting was chaired by Kassym - Jomart Tokayev, the President of Kazakhstan. Present at the summit were Xi Jinping, the President of China, Sadyr Japarov, the President of Kyrgyzstan, Emomali Rahmon, the President of Tajikistan, Serdar Berdimuhamedov, the President of Turkmenistan, and Shavkat Mirziyoyev, the President of Uzbekistan. In a friendly atmosphere, the leaders jointly reviewed the achievements of China - Central Asia cooperation in various fields since the Xi'an Summit, looked ahead to the future development direction, and unanimously decided to carry forward the "China - Central Asia Spirit", adhere to permanent good - neighborliness and friendship, and work together to continuously achieve new accomplishments in building a China - Central Asia community with a shared future.
Xi Jinping took a group photo with the leaders of the five Central Asian countries and then attended the summit, delivering a keynote speech titled "Carrying Forward the 'China - Central Asia Spirit' and Promoting High - Quality Development of Regional Cooperation".Xi Jinping pointed out that two years ago, we gathered in Xi'an, China, and together drew up the "Xi'an Vision" for China-Central Asia cooperation. Over the past two years, China and Central Asian countries have deepened and solidified the joint construction of the Belt and Road Initiative, actively promoted cooperation in various fields, basically formed the four-pillar and eight-beam framework of the China-Central Asia mechanism, fully implemented the consensus of the first summit, and the road of cooperation has become broader and the flower of friendship has become more brilliant.
Xi Jinping emphasized that our cooperation is rooted in more than two thousand years of friendly exchanges, consolidated by more than thirty years of unity and mutual trust since the establishment of diplomatic relations, and developed through win-win opening up since the new era. In the long-term practice, we have explored and formed the "China-Central Asia Spirit" of "mutual respect, mutual trust, mutual benefit, and mutual assistance, promoting common modernization through high-quality development": adhering to mutual respect and equal treatment, treating all countries as equals regardless of size, discussing matters together, and making decisions through consensus; adhering to deepening mutual trust and echoing each other, firmly supporting each other in safeguarding national independence, sovereignty, territorial integrity, and national dignity, and not doing anything that harms each other's core interests; adhering to mutual benefit, win-win results, and common development, regarding each other as priority partners, granting each other development opportunities, taking into account the interests of all parties, and achieving multi-win symbiosis; adhering to mutual support and sharing weal and woe, supporting each other in taking development paths in line with national conditions, doing our own things well, jointly coping with various risks and challenges, and jointly maintaining regional security and stability. The "China-Central Asia Spirit" provides important guidance for friendly cooperation from generation to generation, and we should always uphold and continue to carry it forward.
Xi Jinping pointed out that at present, the century-old changes are accelerating, and the world has entered a new period of turbulence and change. Only by unswervingly upholding fairness and justice and not losing the ambition of mutual benefit and win-win results can we maintain world peace and achieve common development. Tariff wars and trade wars have no winners, and unilateralism, protectionism, and hegemonism are doomed to hurt others and themselves. History cannot go backwards, but should move forward; the world should not be divided, but should be united; mankind should not return to the law of the jungle, but should build a community with a shared future for mankind. We should be guided by the "China-Central Asia Spirit", strengthen cooperation with a more enterprising attitude and more pragmatic measures, promote the high-quality development of the joint construction of the Belt and Road Initiative, and forge ahead towards the goal of building a China-Central Asia community with a shared future.
First, we must adhere to the original aspiration of unity based on mutual trust and support. China has always regarded Central Asia as a priority in its neighborhood diplomacy, adhered to the concept and policy of good-neighborliness, security, and common prosperity, as well as amity, sincerity, mutual benefit, and inclusiveness. It has interacted with Central Asian countries on an equal footing and treated them with sincerity, always hoping for mutual goodwill and harmony between neighbors. The six countries have signed a treaty of permanent good-neighborliness and friendly cooperation, fixing the principle of everlasting friendship in legal form. This is a new milestone in the history of relations among the six countries and a pioneering move in China's neighborhood diplomacy, benefiting both the present and the future.
Second, we need to optimize a practical, efficient, and deeply integrated cooperation layout. We have designated 2025-2026 as the "Year of High-Quality Development of China-Central Asia Cooperation," focusing on trade connectivity, industrial investment, infrastructure interconnection, green minerals, agricultural modernization, and people-to-people exchanges, implementing more specific projects, and fostering new productive forces. China has decided to establish three cooperation centers for poverty reduction, educational exchanges, and desertification control, as well as a trade connectivity cooperation platform within the framework of China-Central Asia cooperation, supporting Central Asian countries in implementing livelihood and development projects. China will provide 3,000 training places for Central Asian countries in the next two years.
Third, we should build a secure landscape of peace, tranquility, and shared weal and woe. We must strengthen regional security governance, continuously deepen law enforcement and security cooperation, work together to prevent and resist extremist ideas, resolutely combat the "three forces," and jointly safeguard regional peace and stability. China is willing to provide 力所能及的 (力所能及的) assistance to Central Asian countries in combating terrorism and transnational organized crime and maintaining cyber and biosecurity.
Fourth, we need to tighten the cultural and people-to-people bonds of shared ideals and mutual affinity. China will strengthen cooperation with legislative bodies, political parties, women, youth, media, think tanks, etc., in Central Asian countries, and carry out in-depth exchanges on governance experience. It is willing to open more cultural centers, university branch campuses, and Luban Workshops in Central Asia to cultivate more high-quality talent for Central Asian countries. China supports deepening local cooperation and jointly creating a "heart-to-heart connectivity" pattern from the central to local levels, from official to non-governmental sectors, and from adjacent regions to broader areas.
Fifth, we should safeguard a just, reasonable, equal, and orderly international order. We must work together to defend international fairness and justice, oppose hegemonism and power politics, and actively promote an equal and orderly multipolar world and an inclusive economic globalization. This year marks the 80th anniversary of the victory of the Chinese People's War of Resistance against Japanese Aggression and the World Anti-Fascist War, as well as the 80th anniversary of the founding of the United Nations. In the arduous war years, the Chinese people and those in Central Asia supported each other, shared weal and woe, and jointly made important contributions to the cause of human justice. We should carry forward the correct view of history, safeguard the fruits of World War II, uphold the UN-centered international system, and inject more stability and certainty into world peace and development.
Xi Jinping finally pointed out that China is comprehensively advancing the great cause of building a strong country and national rejuvenation through Chinese-style modernization. No matter how the international situation changes, China will always unswervingly adhere to opening up to the outside world. China is willing to work with Central Asian countries to carry out higher-quality cooperation, deepen interest integration, achieve common development, and promote continuous new achievements in China-Central Asia cooperation!
Leaders of the five Central Asian countries, including Kassym - Zhomart Tokayev, President of Kazakhstan, unanimously stated that under the outstanding leadership of President Xi Jinping, China has achieved remarkable development achievements. They expressed gratitude to China for carrying out all - round cooperation with Central Asian countries, which has brought valuable development opportunities to various countries. In a world full of uncertainties, the strategic significance of the China - Central Asia mechanism is even more prominent, and China's prosperity and strength are benefiting the surrounding countries. China is a strategic partner and true friend that Central Asian countries can rely on forever.
