"Recently, with the approval of the State Council, the Ministry of Commerce and the State Administration for Market Regulation jointly issued the "Opinions on Supporting Standardization Construction and Promoting Institutional Opening in National Service Industry Comprehensive Pilot Demonstration Provinces and Cities" (hereinafter referred to as the "Opinions") and the "National Service Industry Comprehensive Pilot Demonstration Provinces and Cities Standard Revision and Related Work Task List (First Batch)" (hereinafter referred to as the "Work Task List"), promoting the pilot construction of standardization in national service industry comprehensive pilot demonstration provinces and cities. 

On January 14th, the head of the Foreign Investment Department of the Ministry of Commerce interpreted the above document and stated that in the next step, the Ministry of Commerce and the State Administration for Market Regulation will strengthen overall coordination with industry regulatory authorities, promote the optimization of the construction, implementation, evaluation, and summary and promotion system of relevant standards, help cultivate and develop new quality productive forces, and expand high-level opening up to the outside world."

"Standardization development repreesnts an emerging pilot and demonstration field of work"

When introducing the background of the issuance of the "Opinions", the person in charge of the Foreign Investment Department of the Ministry of Commerce stated that the comprehensive pilot demonstration of expanding the opening up of the national service industry (hereinafter referred to as the pilot demonstration) is a major opening measure of the Party Central Committee and the State Council. It has been implemented in 11 provinces and cities across the country, and its leading and driving role in the development of the national service industry opening up is increasingly evident. Standards, as an important component of institutional openness and a crucial support for the construction of modern industrial systems, are an emerging field of work for pilot demonstrations. The special promotion of standardization construction in pilot demonstration provinces and cities will help to leverage the pioneering role of pilot demonstrations, strengthen the linkage between departments, localities, governments, and markets, increase standard supply at multiple levels and in multiple fields, and promote the development and improvement of China's service industry through institutional construction; Helps to grasp the trend of global industrial transformation and the reconstruction of international economic and trade rules, lead innovation through standard setting, explore new development areas, and grasp the initiative of development; It helps to be close to the practice of trade and investment work, facilitates foreign-invested enterprises to enter and deeply cultivate the Chinese market, and promotes international cooperation in industrial and supply chains.

The Third Plenary Session of the 20th Central Committee of the Communist Party of China clearly stated the need to promote comprehensive pilot demonstrations for expanding the opening up of the service industry and deploy the promotion of standardization construction in the service industry. The person in charge stated that the Ministry of Commerce and the State Administration for Market Regulation have earnestly studied and implemented the spirit of the plenary session, further strengthened the coordination and mutual promotion of pilot demonstration and standardization construction work, and formulated and submitted relevant policy documents based on in-depth research and demonstration. 22 central and national government departments have deeply participated in policy research and provided constructive opinions from various aspects. The pilot demonstration provinces and cities took the initiative to take on responsibilities, actively claimed work tasks, and enriched the content of policy documents.

"Defines 17 key tasks across four major aspects"

The person in charge stated that, in accordance with the guiding principles of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, and in line with the strategic plan to further comprehensively deepen reforms and advance the Chinese - style modernization, the "Opinions" sets forth the overall requirements for carrying out pilot standardization initiatives in pilot and demonstration provinces and cities, along with relevant organizational safeguard measures. It also defines 17 key tasks in four major aspects.

One is to serve the national strategy and the overall economic and social situation. Revise standards for the recycling and utilization of bulk consumer goods such as household appliances, home products, and consumer electronics, as well as renewable resources, to support equipment updates and trade in of consumer goods. Revise standards for living services such as accommodation, catering, and elderly care to promote the improvement and expansion of service consumption. Improve the standard system for emerging industries such as new generation information technology, artificial intelligence, commercial aerospace, and low altitude economy, and accelerate the application of scientific and technological innovation achievements. Explore the development of environmental, social, and governance (ESG) evaluation standards to promote green and low-carbon transformation.

The second is to promote high-level standardization and opening-up to the outside world. Improve the management system for investment facilitation, trade facilitation, and service trade industry standards, enhance the transparency and predictability of policy measures, promote alignment with international high standard economic and trade rules, and accelerate the implementation of China's commitments. Support relevant industries to transform and apply advanced foreign standards, develop international standards, serve the international business needs of domestic enterprises, ensure national treatment for foreign-invested enterprises in standard setting, and promote international standardization exchange and cooperation.

The third is to improve the foundation of industrial development. Develop standards around characteristic advantageous industries such as new materials, intelligent equipment, and life and health, as well as their key links, to promote differentiated exploration. Explore the development of technology, processes, and management standards that meet the needs of the integration of modern service industry and advanced manufacturing industry in fields such as digital economy, healthcare, public services, and modern logistics. Support the demonstration development of key park platforms and the standardization of business environment construction.

The fourth is to build an efficient and collaborative standardized system. Clarify the paths, methods, management services, and support measures for departments, localities, and enterprises to participate in standardization construction, strengthen work linkage, unite work forces, and create a work loop.

The above-mentioned person in charge stated that in order to ensure the implementation of the "Opinions", the Ministry of Commerce and the State Administration for Market Regulation, together with relevant departments, have issued the first batch of "Work Task List", which specifies the division of labor among pilot demonstration provinces and cities according to the standard hierarchy, fields, corresponding market demands, and work needs, supports relevant provinces and cities to explore and jointly serve the construction of a unified national market based on local characteristics and advantages. Specifically, it includes 104 standard revisions and related work tasks, which will be continuously updated dynamically in the future.
