When introducing the background of the issuance of the "Opinions", the person in charge of the Foreign Investment Department of the Ministry of Commerce stated that the comprehensive pilot demonstration of expanding the opening up of the national service industry (hereinafter referred to as the pilot demonstration) is a major opening measure of the Party Central Committee and the State Council. It has been implemented in 11 provinces and cities across the country, and its leading and driving role in the development of the national service industry opening up is increasingly evident. Standards, as an important component of institutional openness and a crucial support for the construction of modern industrial systems, are an emerging field of work for pilot demonstrations. "Defines 17 key tasks across four major aspects"
The person in charge stated that, in accordance with the guiding principles of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, and in line with the strategic plan to further comprehensively deepen reforms and advance the Chinese - style modernization, the "Opinions" sets forth the overall requirements for carrying out pilot standardization initiatives in pilot and demonstration provinces and cities, along with relevant organizational safeguard measures. It also defines 17 key tasks in four major aspects.
One is to serve the national strategy and the overall economic and social situation. Revise standards for the recycling and utilization of bulk consumer goods such as household appliances, home products, and consumer electronics, as well as renewable resources, to support equipment updates and trade in of consumer goods. Revise standards for living services such as accommodation, catering, and elderly care to promote the improvement and expansion of service consumption. Improve the standard system for emerging industries such as new generation information technology, artificial intelligence, commercial aerospace, and low altitude economy, and accelerate the application of scientific and technological innovation achievements. Explore the development of environmental, social, and governance (ESG) evaluation standards to promote green and low-carbon transformation.
The second is to promote high-level standardization and opening-up to the outside world. Improve the management system for investment facilitation, trade facilitation, and service trade industry standards, enhance the transparency and predictability of policy measures, promote alignment with international high standard economic and trade rules, and accelerate the implementation of China's commitments. Support relevant industries to transform and apply advanced foreign standards, develop international standards, serve the international business needs of domestic enterprises, ensure national treatment for foreign-invested enterprises in standard setting, and promote international standardization exchange and cooperation.
The third is to improve the foundation of industrial development. Develop standards around characteristic advantageous industries such as new materials, intelligent equipment, and life and health, as well as their key links, to promote differentiated exploration. Explore the development of technology, processes, and management standards that meet the needs of the integration of modern service industry and advanced manufacturing industry in fields such as digital economy, healthcare, public services, and modern logistics. Support the demonstration development of key park platforms and the standardization of business environment construction.
The fourth is to build an efficient and collaborative standardized system. Clarify the paths, methods, management services, and support measures for departments, localities, and enterprises to participate in standardization construction, strengthen work linkage, unite work forces, and create a work loop.
The above-mentioned person in charge stated that in order to ensure the implementation of the "Opinions", the Ministry of Commerce and the State Administration for Market Regulation, together with relevant departments, have issued the first batch of "Work Task List", which specifies the division of labor among pilot demonstration provinces and cities according to the standard hierarchy, fields, corresponding market demands, and work needs, supports relevant provinces and cities to explore and jointly serve the construction of a unified national market based on local characteristics and advantages.
